The history of M.Narikbayev KAZGUU University begins on March 14, 1994, with the Decree No1591 of the President of the Republic of Kazakhstan N.A. Nazarbayev 'On the establishment of the Kazakh State Law Institute of the Ministry of Justice of the Republic of Kazakhstan'.

The Decree defines: 'To implement legal reform and meet the needs of the republic for legal personnel, to develop legal education and improve its quality, to establish the Kazakh State Law Institute and determine that the Kazakh State Law Institute specializes in training lawyers for government and management bodies, judiciary and law enforcement agencies, economic entities'.

KAZGUU has a very rich student life! Students organize and participate in concerts and other social events. Our annual 'Student Initiation Ceremony' is now a legend.

For two and a half months, first-year students, under the supervision of senior students, have been preparing an unforgettable show, which takes place in the best halls of the country. The Congress Hall, the Palace of Peace and Reconciliation, and many others are happy to open their doors for us because they know that one cannot see such a performance every day.
The 'Best Performance' Cup is the main goal of long days of training. Daily training exhausts students, but they believe in victory and are steadfast in their purpose. When they go on stage they are full of ambition, energy, and desire to do more of what they can.
The light, the curtain opens, and your School is announced. At this moment, you do not know what would be better – to sit in the hall or stand on the stage – because fear prevails at this moment, and your heart beats so hard. It feels like you are at the stadium, the fans are cheering and no music is heard, but already being in the initiation team, you just have no right to make a mistake. Having no idea how, but you perform in a way that you have never done at rehearsals, and you also could not imagine that result. The Hall bursts into applause. At the very least, these 10-15 minutes on stage fly by like a second, or maybe you were in ecstasy and didn't understand what happened. 'You did your job, you did well,' you think to yourself and cheer about as if you had already won. But deep down you realize that the most important thing is yet to come.
It is time for the results. Every School knows, no one has performed better than them on that day. But there is only one winner for the jury.
On the day of the Initiation Ceremony, they choose Themis. Representatives of each School compete for the title of being the face of the best university in the country. The elected Themis takes charge of the KAZGUU Court of Honor until the next election, which is responsible for the discipline of students and contributes to the social life of the university.
Regardless of winning or losing, students are happy for each other. With hugs and glad hands, they sincerely congratulate each initiated student. Here it is, a friendly KAZGUU family! The key to a successful friendship throughout your life!

The KAZGUU Student Initiation Ceremony was held for the first time.
By the Decree of the Government of Kazakhstan No. 1349 as of November 5, 1996, KazSLI was transformed into the Kazakh State Law University (KazGUU) and transferred from the jurisdiction of the Ministry of Justice to the Ministry of Education and Science of the Republic of Kazakhstan on November 6, 1996.

'Law and State' is an academic law quarterly journal of M.Narikbayev KAZGUU University. It has been published since 1997 in the city of Astana.

The journal 'Law and State' is included in the 'List of scientific publications recommended by the Committee for the publication of the main findings of research', approved by the Order of the Committee for Control in Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan No. 1082 as of July 10, 2012.

The journal 'Law and State' is included in the database of the 'National Center for Scientific and Technological Information of the Republic of Kazakhstan' (NCSTI RK), as well as in the scientometrical system of the RSCI.

Research papers, articles, reports on the research results in various fields of jurisprudence, reviews for new research legal publications, and articles on relevant academic conferences on problems of state and law are published in the journal. The magazine was published from 1997-2005 in Almaty, and since 2006 it has been published in the new capital of Kazakhstan, Astana. Since 2012, the magazine has been illustrated.

From 2013-2021, the authors of the journal were researchers from Kazakhstan, Russia, the USA, Canada, the Czech Republic, Uzbekistan, Ukraine, Germany, Kyrgyzstan, China, Italy, Croatia, Spain, Bulgaria, France, Great Britain, UAE, etc.

It was awarded a diploma in the category 'The best periodical' at the II International Industry Competition of higher education publications 'University Book-2019: Social and Human Sciences' in Kazan. The articles are published in Kazakh, Russian, and English.

The 1st journal 'Law and State' was published.
The Military Department is a structural subdivision of JSC 'M.Narikbayev KAZGUU University', located at 8, Korgalzhyn Highway. The Military Department was established on March 25, 1997, by the Decree of the Government of the Republic of Kazakhstan No. 412 in Almaty for military preparation under the reserve officers' program.

Military education of students is carried out in four military specialties:

– 'Organization of educational and ideological work in the Army Forces of the Republic of Kazakhstan';

— 'Planning and organization of territorial defense';

— 'Organization of legal work'

— 'Legal advisor work'.

Students who have completed a full course of military training, passed exams and training sessions, after receiving a graduation diploma, are awarded 'the lieutenant of the reserve' military rank in conformity with applicable rules.

During this period, more than nine thousand lieutenants and three thousand reserve sergeants graduated.

The pride of the military department is Azamat Tleukhanovich Zhumadilov, who graduated from the military training course at the military department of KAZGUU in 2005. In December 2007, by Decree of the President of the Republic of Kazakhstan, for services to the state, exemplary fulfillment of military duty, courage and dedication, senior lieutenant of the military unit 55078 Zhumadilov Azamat Tleukhanovich was awarded the highest degree of distinction — the title of 'Halyk Kakharmany' with the award of a special badge of distinction — the Golden Star and the Order 'Otan'.

The Department of International Law of the KAZGUU Law School together with the Academy of Fundamental Research and Applied Sciences named after S.Zimanov announces the annual recruitment of students to the KAZGUU University team to participate in the Philip C. Jessup International Moot Court Competition in Washington, D.C., USA.

The Philip C. Jessup International Moot Court Competition is the most famous and prestigious competition in International Law, held since 1960. The organizer is the International Law Student Association, acting with the support of the White & Case international law firm.

Between March 27 and April 2, 2016, the KAZGUU University team took part in the Philip C. Jessup International Moot Court Competition, which was held in English in Washington, D.C. (USA). The organizer of the Moot Court Competition is the International Law Student Association with the support of the White&Case international law firm.

This year, the International Moot Court Competition was held 57 times with the participation of more than 550 teams of the best universities representing more than 80 countries of the world. Kazakhstan was represented by the KAZGUU University team: 4th-year students majoring in 'International Law' Ruslan Byurabekov (team captain), Ramazan Kokzhalov, as well as a 3rd-year student of the same specialty - Zarina Temirbulatova. The team was trained by Miras Daulenov, Associate Professor of the Department of International Law, Ph.D. in Law, and Alberto Pecoraro, a graduate of the University of Edinburgh (Great Britain).

The team of KAZGUU University, which opposed the teams of Peking University (China), American University (USA), LUISS Guido Carli (Italy), and Kathmandu School of Law (Nepal), took 90th place, scoring 2708 points.

At the same time, according to ILSA ranking, the team outflanked the teams of such famous universities as University Carlos III de Madrid (Spain, 93rd place), Tallinn University School of Law (Estonia, 96th place); Université de Luxembourg (Luxembourg, 99th place); Seoul National University (South Korea, 103rd place) and others.

The Kazakh Humanitarian Law University, represented by the Chairman of the Board of Directors, Professor Maksut Narikbayev, signed the Magna Charta Universitatum in Bologna (Italy). This famous document provides for close cooperation of universities designed to comply with the fundamental principles of education development.

The universities that have signed The Magna Charta Universitatum confirm their membership in the international academic community, strive to overcome political and social barriers, and develop the principles of unity of education and science, academic freedom, and student mobility. The history of the document on the foundations of the Bologna Process dates back to September 19, 1988, when during the celebrations dedicated to the 900th anniversary of the University of Bologna, representatives of 430 universities solemnly signed the Magna Charta. Today it brings together more than 700 higher education institutions of the world. For KAZGUU, the signing of the Charta is an important event, because this achievement testifies to the recognition of the high standards of work of the university staff.

The non-profit institution 'Independent Agency for Quality Assurance in Education (IQAA)' was established in 2008 and is the first Kazakh non-profit non-governmental organization in the field of quality assessment of educational organizations and educational programs.

The IQAA focuses its activities to meet the needs of all stakeholders – students, their parents, academic staff, educational organizations, government agencies, society, and employers in general.

KAZGUU University has passed specialized accreditation of educational programs in the Independent Agency for Quality Assurance in Education (IQAA).

The leading European accreditation agency FIBAA conducts quality assessment and accreditation of educational programs of higher and supplementary education of economic, legal and socio-humanitarian profiles. FIBAA's cooperation with key stakeholders in the market of educational services is carried out by the academic community groups, employers, state education authorities, as well as international organizations for accreditation in Europe and the USA. We are a full member of the Central and East European Management Development Association – CEEMAN. It is an international association established in 1993 to improve the quality of management in Europe.

FIBAA accreditation is valid from September 30, 2016, to September 30, 2021, regarding legal and economic undergraduate and postgraduate programs of the University.

The international accreditation confirms the high quality of KAZGUU educational programs and their compliance with international standards. During the independent accreditation of KAZGUU University as a whole, as well as its programs, much attention was paid to how competitive graduates of the university are in the labor market. KAZGUU has already trained more than 30 thousand highly qualified personnel, providing requests from public and private employers for high-level specialists. Among them are courts at different levels, including the Supreme Court, the Ministry of Internal Affairs, the DIA, and the Prosecutor-General's Office, where 25% of the total number of employees are graduates of KAZGUU.

ACCA accreditation provides additional exemptions from ACCA exams to graduates of educational programs who have been evaluated by ACCA according to such criteria as admission rules for the program, the subject's content, and written exams in the subject.

ICAEW is a leading, worldwide professional membership organization that promotes, develops, and supports more than 146 thousand certified auditors in the field of accounting, finance, and business around the world.

In Kazakhstan, only 7 people are members of the ICAEW Association, which gives great professional horizons to our graduates. To obtain the ICAEW qualification, it is necessary to successfully complete 6 levels. On average, the cost of one level is 350 thousand tenge. Studying at KAZGUU, as part of the basic training, you can get an exemption from exams without additional fees. Accreditation applies to the following programs of study: Finance, Accounting and Audit, Economics, and Management.

CIMA (Chartered Institute of Management Accountants) is an international association of management accounting specialists from the United Kingdom of Great Britain and Northern Ireland, founded in 1919. Today, the CIMA Association brings together more than 229,000 students and members from 176 countries around the world. The CIMA qualification is aimed at developing skills in using financial and non-financial information to make managerial decisions. The programs cover key aspects of managing the performance of organizations relevant to doing business.

The ISE offers the opportunity to prepare for the aPHRi™ exam based on a minor, an additional specialization in the HRM (Human Resources Management) program. The program includes such topics as HR Management, Compensation Management, Organizational Behavior, Performance Management, and Business Ethics. The aPHRi™ certificate is a confirmation of your knowledge and skills in HR at the international level. According to research, companies prefer specialists with professional qualifications when hiring and promoting employees. Students get the opportunity to increase their competitiveness not only in the market of Kazakhstan but also in other countries.

The University's educational programs have passed the world's leading accreditations:
Since October 2016, KAZGUU University, in partnership with Key Forensic Services Ltd (KFS), King's College London (KCL), QPA Strategies Ltd. (QPA), and Astana Garant Consulting (AGC) has launched the project 'Strengthening Forensic Examination' of the World Bank and the Ministry of Justice of the Republic of Kazakhstan.
The project consists of three components:
Component A: 'Development and piloting of 'forensic service's performance indicators'.
Within the framework of this component, it is planned to study the practice of performing forensic and medical expert examinations in the Republic of Kazakhstan in the context of international experience, develop performance indicators of forensic service, develop a User Guide on performance indicators of forensic service, as well as organize and conduct some international conferences dedicated to forensic expertise.
Component B: 'Modernization of the legislative and institutional framework of forensic examination'.
The results of this component will be presented in the form of proposals to supplement the draft law of the Republic of Kazakhstan 'On forensic services'.
Component C: 'Professional development of expert personnel".
During the implementation of this component, professional development training for local experts will be organized at foreign universities and expert institutions.
The project 'Strengthening forensic examination' is designed for two years and will last until December 2018.

The University led a consortium to implement the project of the World Bank and the Ministry of Justice of the Republic of Kazakhstan 'Strengthening Forensic Examination in the Republic of Kazakhstan', which included King's College London and Key Forensic Services (UK).
Creating an international spirit and getting to know other cultures have always played an important place in the life of KAZGUU UNIVERSITY. In this regard, our university has increasingly attracted Ambassadors of foreign countries and diplomats to participate in guest lectures on topical issues of modern international relations, students have become increasingly interested in the experience of economic development, political interaction, and the legal system of different countries.

On May 5, 2014, the official opening of the Academic Diplomatic Club took place with the participation of the Ministry of Foreign Affairs of the Republic of Kazakhstan, Ambassadors from more than 25 countries, and more than 40 diplomats of foreign states and representative offices accredited in the Republic of Kazakhstan.

During the functioning of the ADC, Mohammad Javad Zarif, Iranian Foreign Minister, Peter Szijjarto, Hungarian Minister of Foreign Affairs and Trade, Yashwant Sinha, former Indian Foreign Minister, Miroslav Jenca, UN Assistant Secretary-General for Political Affairs, Cristina Gallach, UN Assistant Secretary-General for Communication and Public Information, acted as our honored guests and main speakers.

The Club has become a free platform for discussing topical issues of international relations in politics, economics, culture, and education. Its mission is to create and strengthen favorable relations between representatives of different cultures and peoples. Club meetings are held weekly and in various formats: round tables, conferences, open lectures, business forums, business conversations, and cultural events.

From March 31 to April 7, 2017, the KAZGUU University team took part in Kazakhstan's national and international rounds of the Philip C. Jessup International Law Moot Court Competition.
The Philip C. Jessup International Law Moot Court Competition is the most prestigious and well-known competition in the field of international law, held by the International Law Student Association — ILSA with the support of the international law firm White & Case in English in Washington, D.C. (USA). This year the competition was held for the 59th time with the participation of teams representing 645 universities from 95 countries of the world.

The competition's essence is that teams should prepare written arguments of the plaintiff and the defendant (memorials), as well as oral presentations based on the resolution of a dispute between states in the International Court of Justice of the United Nations.
The team of KAZGUU University received the right to represent Kazakhstan following the results of two rounds against KIMEP University, becoming the champion of the national stage of the competition. In the international rounds, the KAZGUU University team was opposed by teams of such prestigious educational institutions as the University of Toronto (Canada), Case Western Reserve University (USA), BRAC University (Bangladesh), and Hena e Plote (BEDER) University (Albania).

As a result, the team of KAZGUU University took 49th place, scoring 3050 points. In the competition's ranking, KAZGUU University has gone around such famous universities of the world as the University of California — Berkeley (USA, 60th place), Universität Wien (Austria, 53rd place), University of Ottawa Faculty of Law — Common Law Section (Canada, 57th place), Fordham University (USA, 62nd place), Case Western Reserve University (USA, 64th place) and many others.
In addition, the memoranda of the KAZGUU University team entered the top 50 best memoranda in the world, taking 26th place, and speakers Zarina Temirbulatova and Madina Arturova entered the top 100 best speakers of the competition.

The team also included Bachelor's and Master's Degree students of KAZGUU University Ayim Sabyrova, Alexandra Platoshina, and Adil Osipov. The team's instructors were Miras Daulenov, Deputy Chairman of the Board and Associate Professor of the Department of International Law, Aiman Smagulova, and Alberto Pecoraro, Senior Lecturers of the same Department.
Participation in this competition allows teams to acquire the skills of critical and analytical thinking, logic, forensic rhetoric, as well as emotional intelligence. After all, teams are given a task that may be beyond the scope of law firms and well-known lawyers. In this regard, it takes more than 6 months to solve it, and the competition begins annually in mid-September of the year preceding the international rounds.

Conducting weekly training, a thorough analysis of the dispute, and developing the legal positions of the parties provide students with the opportunity to compete effectively with experienced lawyers in the future and perform the most difficult practical tasks.

The University has become a strategic partner of the AIFC and has begun to introduce the elements of English law into the educational process and domestic legislation.
The League of Academic Integrity is an association of organizations of higher and postgraduate education in the Republic of Kazakhstan. The League's mission is to improve and enhance the quality of education in the country by promoting and implementing the ten fundamental principles of academic integrity.

The League Council develops standards of academic integrity. At the moment, the Council has developed Standards for evaluating student learning outcomes, evaluating journals recommended by the League for publishing research results based on the League's general criteria, for monitoring and screening procedure of higher education institutions, and for organizing the educational process on credit technology of training.

The University, together with the Ministry of Education and Science of the Republic of Kazakhstan, creates the Association of Higher Education Institutions 'League of Academic Integrity'.
The University receives from the FIBBA international accreditation agency:

'Premium Seal' quality seal for the Master of Business Administration educational program;
quality seal for the Doctor of Business Administration program.

The leading European accreditation agency FIBAA conducts quality assessment and accreditation of educational programs of higher and supplementary education of economic, legal and socio-humanitarian profiles. FIBAA's cooperation with key stakeholders in the market of educational services is carried out by the academic community groups, employers, state education authorities, as well as international organizations for accreditation in Europe and the USA. We are a full member of the Central and East European Management Development Association – CEEMAN. It is an international association established in 1993 to improve the quality of management in Europe.

The mission of the Project Office is to serve people, society, and the state in eradicating corruption and any manifestations of academic dishonesty in the education and science system of the Republic of Kazakhstan.

In its activities, the Project Office is guided by the Constitution of the Republic of Kazakhstan, laws, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts, the Charter of the Project Office, as well as this Regulation.

The University, together with the Ministry of Education and Science of the Republic of Kazakhstan and the Anti-Corruption Agency of the Republic of Kazakhstan, created the 'ADAL BILIM' Project Office, whose mission is to create transparent business processes in the activities of all entities involved in the academic sector of the Republic of Kazakhstan.

With the cooperation of ETS, Global Legal English, Cambridge Assessment English, British Council, Qaztest, the University has created a Language Learning and Certification Center for the preparation, registration, and conduct of such international exams as TOEFL IBT, Academic IELTS, PET, FCE, CAE, TKT, TOLES, Qaztest and RSL.

The University has become a Representative from Kazakhstan in the conference 'Antenna – regional representation of the Hague Conference on Private International Law'.
The M.Narikbayev KAZGUU University has entered the Top 3 universities in the ranking of educational programs in 2019 according to the results of the study of the 'Atameken' National Chamber of Entrepreneurs. Olzhas Ordabayev, Deputy Chairman of the Board of NCE 'Atameken' announced the ranking of the best Kazakh universities, where our alma mater is in second place. The rating was conducted according to 17 criteria, among which: the percentage of employed graduates and their average salary (information provided by JSC 'Center for the Development of Labour Resources''), the duration of job search after graduation, as well as an assessment of the programs' relevance.

The University entered the TOP 3 best universities in Kazakhstan according to the ranking of the Ministry of Education and Science of the Republic of Kazakhstan and NCE 'Atameken'.

The University has adopted the Strategic Plan of M. Narikbayev KAZGUU University for 2021-2023

The accreditation of educational programs involves a formal examination conducted by the accreditation agency to establish the compliance of training according to these programs with accepted standards and requirements.

The quality assurance system is evaluated under quality standards by external experts who offer an objective view of approaches and mechanisms for quality assurance and program development. Accreditation is designed to play the role of a guarantor of the quality and reliability of the organization of education according to accredited educational programs, to develop trust on the part of applicants and their parents, and recognition by employers of the education validity received by graduates.

The University and its educational programs took 1st place in the ranking of the Ministry of Education and Science of the Republic of Kazakhstan and NCE 'Atameken' among the Kazakhstani universities.
Zhasulan Baikenov, Head of the Offensive Activities Department of the Ministry of Internal Affairs of the Republic of Kazakhstan, presented letters of appreciation to the staff of the M.Narikbayev KAZGUU University, as well as volunteers involved in field research within the framework of the project, who are actively involved in the implementation of the pilot project 'Kazakhstan Service Model of the Police' at the 'Almaty' District Police Department of Nur-Sultan.

One of the tasks of the employees of the project office of the Ministry of Internal Affairs of the Republic of Kazakhstan, the M.Narikbayev KAZGUU University, and the volunteers involved was to conduct the timekeeping of working hours of local police inspectors. Among the awardees are employees of KAZGUU – Ermek Sokurova, Associate Professor of the Criminal Justice Department, and Dana Tusipzhanova, Expert of the KAZGUU Project Office for Anti-Corruption, as well as Nurdaulet Baltabay, a 3rd-year student of KAZGUU, Raimbek Dzhidebekov and Berk Dzholdybayev, 4th-year students of KAZGUU, Nazym Zhussupova, national UNICEF Consultant, and Aldiyar Sembiyev, professional E-sports Coach.

The University, together with the Ministry of Internal Affairs of the Republic of Kazakhstan, has successfully implemented a pilot project 'Service Police of Kazakhstan'.
